Random Drug Testing: How It Works and Why It Deters Drug Use

Pre-employment testing screens people at the door. Random testing keeps your workplace safe long after the hire date. Because employees never know when they might be selected, random testing is one of the strongest deterrents to drug use available to any employer.

Why random testing works

A pre-employment test is scheduled, so a determined applicant can plan around it. Random testing removes that predictability. Every covered employee has an equal chance of being selected at any time, all year long. That ongoing possibility encourages people to stay drug-free every day, not just before a known test.

What makes a random program fair

The word “random” has to mean something. A defensible program includes:

  • A scientifically valid selection method, usually a computer-generated selection, so no manager picks names.
  • Equal chance for every covered employee in each selection period, including people who were tested recently.
  • Unannounced testing, with selected employees sent to the collection site promptly after notification.
  • Selections spread throughout the year, so testing isn’t clustered into predictable windows.
  • Clear documentation of who was in the pool, who was selected, and when testing took place.

DOT random testing rates

For DOT-regulated employers, random testing is required, not optional. The FMCSA confirmed that for 2026 the minimum annual random rates for CDL drivers remain 50% for drugs and 10% for alcohol. Other DOT agencies set their own rates. These minimums are a floor; employers can test more often if their policy allows it.

Non-DOT employers

Private employers outside DOT rules can choose their own rate and which positions are included, as long as their written policy and state law allow random testing. Safety-sensitive roles, such as equipment operators and drivers, are common choices.
